The arrival of Rory Sutherland, one of the world’s most influential behavioral economics experts and Vice Chairman of Ogilvy, in Podgorica signals a broader shift in how the regional business landscape approaches leadership. It is no longer enough to speak about strategy, vision, and performance without a deeper understanding of how leaders actually think, assess risk, and make decisions in conditions of constant instability.

This is precisely the central theme of the HR4Leadership conference: Leadership by Design – Signals. Decisions. Success, which will take place on May 7 in Podgorica.

At a time when business, political, and organizational decisions are increasingly shaped under the pressure of complex market, technological, and social changes, the question of leadership rationality is becoming more relevant than ever. Behavioral economics, the discipline for which Sutherland is globally recognized, introduces a crucial shift by demonstrating that even the most important decisions are not free from emotional, psychological, and irrational patterns.

His long-standing work within Ogilvy, along with his globally recognized TED Talks and book Alchemy, has positioned him among the leading voices reminding the business world that markets, consumers, and leaders rarely function as rationally as traditional models assume.

For the regional business community, his participation represents a rare opportunity for direct insight into decision-making models that are shaping the world’s leading companies today.

Additional weight is given to the program through the presence of Darko Hajduković, an expert overseeing the digital infrastructure of the London Stock Exchange, expanding the conference focus from individual leadership to the systemic infrastructure of decision-making within globally relevant institutions.

The conference organizer, Srđan Vukčević, founder of Blue Coach and one of the region’s more recognized experts in leadership development within complex environments, clearly positions Podgorica through this format as a space for a more serious regional discussion on contemporary leadership.

Rather than another motivational event, the conference opens a much deeper discussion about how leaders today interpret signals of instability, how rational their decisions truly are, and how psychology, perception, and context shape business outcomes. In an era where unpredictability is becoming a permanent operational framework, leadership is increasingly viewed less as a matter of hierarchy and more as the ability to make high-quality decisions under pressure.

In that sense, HR4Leadership does not function as just another management conference, but rather as a response to the market’s growing need to redefine leadership as the discipline of making better decisions, not simply managing people.
