SLOVENSKA OGLAŠEVALSKA ZBORNICA SE PRIDRUŽUJE POZIVOM VLADI, DA SPREJME TAKOJŠNJE UKREPE

Spoštovani predsednik vlade Republike Slovenije, gospod Janez Janša, spoštovani člani vlade RS,

Slovenska oglaševalska zbornica je ustanova, ki združuje velike, srednje in majhne slovenske oglaševalce, oglaševalske agencije ter medijske hiše v tri velika interesna združenja: Slovensko združenje oglaševalcev, Slovensko združenje oglaševalskih agencij ter Slovensko združenje medijev.

Skrbimo za uveljavljanje pomena, vloge in koristi tržnega komuniciranja in skupaj z 135 člani ustvarjamo pomemben delež slovenskega tržnega gospodarstva.

Zato se v imenu vseh naših članov pridržujemo pozivom za interventne ukrepe pomoči in reševanja podjetij na celotnem gospodarskem nivoju.

Zavedamo se, da hitro širjenje bolezni COVID-19 močno obremenjuje javno zdravje, izjemno negativno pa se odraža tudi v gospodarstvu in posledično v hudih osebnih stiskah državljanov RS, ki se v vedno večjem številu soočajo, oziroma se bodo soočali, ne samo z zdravstvenimi ampak tudi eksistencialnimi problemi. Evropska investicijska banka je predlagala ukrepe, ki jih je treba sprejeti v sodelovanju z Evropsko komisijo in nacionalnimi partnerji v podporo evropskim podjetjem, izdatkom za zdravje in celotnemu gospodarstvu EU nasploh. Skupina EIB je predlagala načrt za mobilizacijo do 40 milijard EUR financiranja. ECB pa pripravlja novi program vezan na pandemijo v skupni višini 750 milijard EUR.

Ob sprejetju strogih ukrepov za preprečevanje širjenja koronavirusa se je med njimi znašla tudi prepoved številnih dejavnosti, ki niso nujne za oskrbo ljudi. Posledice so že vidne, tudi v naši gospodarski dejavnosti. Zmanjšalo se je povpraševanje po določenih izdelkih in storitvah, zaradi katerega se je posledično zmanjšal tudi obseg oglaševanja, kar čutimo bolj ali manj vsi člani Slovenske oglaševalske zbornice. Številni samozaposleni in mala podjetja trenutnih razmer ne bodo preživeli brez drastičnih ukrepov pomoči gospodarstvu s strani Vlade RS in vseh pristojnih institucij.

Ogroženi pa niso zgolj samozaposleni in mala podjetja. Zakon o interventnih ukrepih na področju plač in prispevkov (pomoč pri izplačilu nadomestil za čakanje na delo in odlog plačila socialnih prispevkov za samozaposlene) nam je prinesel določene olajšave, ki pa na dolgi rok ne bodo zadostovale, zato bodo potrebni dodatni ukrepi in to brez odlašanja. Že danes je potrebno z ukrepi zagotoviti, da bo gospodarstvo po krizi še imelo dovolj virov za ponovni zagon. Samo hitra ravnanja bodo omilila višjo stopnjo brezposelnosti in obremenitve za delovno aktivni del prebivalcev Republike Slovenije.

Na Slovenski oglaševalski zbornici pozivamo vlado, da poskrbi tako za zaposlene kot za podjetja vsaj na način, da v času izrednih razmer, vsem brez tekočih prihodkov z ustreznimi ukrepi omogoči, da lahko za čas trajanja izrednih ukrepov zaradi epidemije odložijo izvajanje davčnih in drugih prispevkov iz naslova pogodbe o zaposlitvi, podjetjem, samostojnim podjetnikom in organizacijam pa v času trajanja kriznih razmer omogočijo hitro sprejemanje delovnopravnih ukrepov, z namenom zagotovitve ohranjanje delovnih mest, ter zagotovijo subvencioniranje vsaj 50 % osnovnih plač delavcem na čakanju na delo, oziroma subvencioniranje plač do višine minimalne plače v gospodarstvu.

Pomanjkanje finančnih sredstev pomeni za številne naše člane – medije, oglaševalce in agencije – odpuščanje in morebitno prenehanje opravljanja svoje dejavnosti, kar bo imelo neslutene posledice na razvoj tržnega gospodarstva in demokratičnega ustroja slovenske družbe. Splošno prepoznano je, da je tržno komuniciranje podjetij in njihovih blagovnih znamk tako s končnim potrošnikom / uporabnikom kot tudi s podjetji neločljiv in izredno pomemben del nastopa podjetja na trgu, ki odločilno vpliva tudi na njegovo poslovno uspešnost. Ob tem ne gre spregledati tudi dejstva, da so prihodki od oglaševanja izjemno pomemben vir financiranja medijev, številni med njimi pa so bili že pred kriznimi razmerami v zaskrbljujočem položaju, upad oglaševanja jih dodatno ogroža. Verjamemo, da je v aktualnih razmerah nemoteno delovanje medijev, kredibilno, pošteno ter etično obveščanje izjemnega pomena pri zagotavljanje uspešnosti sprejetih ukrepov. Le dobro informiran državljan razume in bo razumel in sprejel, da jih je potrebno dosledno spoštovati.

V danem trenutku potrebujemo povezovanje, hitro ukrepanje in razumevanje posledic napačnih odločitev ne samo v času epidemije, ampak tudi v daljšem časovnem obdobju, ki sledi.

Pripravljeni smo pomagati v luči zagotavljanja stabilnosti podjetij in ohranitvi delovnih mest!

V sodelovanju z našimi člani (mediji, agencijami in oglaševalci), smo pripravljeni pomagati pri podajanju relevantnih, etičnih in ciljno usmerjenih informacij, zagotavljati prioritetno obveščanje potrošnikov in uporabnikov naših storitev o tistih storitvah in dejavnostih, ki so ključna v teh težkih razmerah. Pri tem računamo tudi na Vašo pomoč.

Verjamemo v demokratično, preudarno in odzivno državo, ki bo poskrbela za vse na enak način.
