The Slovenian Advertising Chamber (SOZ) has opened a tender for the selection of a research provider for online media audience measurement within the MOSS project for the period from 2027 to 2029.
The project in question is Merjenje obiskanosti slovenskega spleta, or the measurement of Slovenian web traffic, which provides the Slovenian market with a unified online media currency for assessing and comparing the reach of digital media. The deadline for submitting proposals is September 4, 2026.
MOSS has been conducted since 2006 as a syndicated, non-profit research project. Within SOZ, the project is financed and managed by the Council of Participants in the MOSS project, which in 2026 consists of 15 publishers. The current research includes 52 websites, while the data are also used by media agencies, particularly in the preparation of media plans.
The measurement is conducted continuously and according to a unified methodology, which enables data comparison between different websites, as well as the monitoring of changes across different time periods. This is why MOSS serves as a common reference point for publishers, advertisers, media agencies and other participants in the Slovenian digital market.
In the new project period, MOSS, together with the new research provider, will continue developing standards for measuring reach and evaluating digital media in Slovenia. The focus will be on transparent, methodologically comparable and independently supervised data that support the planning, buying and evaluation of digital advertising.
A Tender Committee has been formed to prepare the tender documentation and further guide the development of the project, bringing together experts from the fields of digital media, media planning, data analytics, digital advertising and media market development.
The committee members are Uroš Cuder (Media Publikum), Miha Klančar (Večer mediji), Davorin Milinović (A1 Slovenija), Zoran Savin (IAB Slovenija), Robert Schmitzer (Delo mediji), Luka Zebec (RTV Slovenija) and Rebeka Lah (SOZ).
