According to the Directive on Accessibility of Public Sector Websites, which enters into force on September 23, 2018, the public sector will have to adapt, but the Directive will certainly become a standard in the private sector as well.
This directive encompasses different target groups of people with special needs, including those with difficulty reading-dyslexia, estimated at more than 400,000 in Croatia, and in Slovenia, Bosnia and Herzegovina, Serbia, Macedonia, Montenegro, Romania and Bulgaria there are more than 2 million people affected by this disorder. This directive applies to blind and partially sighted people as well, who will participate at European level as part of a group that will review the design of such sites and certify and validate their accessibility.
Apriori World is the first consulting agency in the field of communication management, which has created a page adjusted to this directive, and which was reviewed by blind and partially sighted persons. According to the Directive, the WCAG standard – Web Content Accessibility Guidelines, must be completed in order for a page to receive an A3C certificate.
The advantages and differences of the certified site were explained by a certified developer, Josip Bukal: “The site is based on the WCAG standard, ie the guidelines for accessibility of web content, meaning that the site can be used and understood by every blind or partially sighted person, each media content is described so that a screen reader can recognize it as the text itself on the page, it is possible to use the keyboard only through the entire page, it is customized to all screen sizes, and the page is tailored to all search engines and their web accessibility tools.”
This Directive opens up social entrepreneurship opportunities for blind and partially sighted people who browse the sites to eliminate any mistakes that remain after developers adapt or completely redesign new pages. Through the certification program, which they will charge for, they will earn income.
Certified developers Nikola Ivancic and Josip Bukal participated in the project of designing the site www.aprioriworld.com, and the correctness of the site was reviewed by members of the Association of Blind Zagreb: Tea Turković, Fran Skračić and Hrvoje Katić.
